Ahmedabad: Gujarat govt has constituted a six-member committee to review the annual fee structure of self-financed Diploma in Elementary Education (DElEd), formerly known as PTC, institutions across the state. The committee has been asked to submit its final recommendations within 30 days.
The annual fee for self-financed DElEd institutions in Gujarat was fixed at Rs 20,000 in 2006, based on recommendations of a committee headed by retired Justice R J Shah. Following a proposal from Director of Primary Education, state govt decided to constitute a fresh committee to review the existing fee structure.
The committee has been formed under the National Council for Teacher Education (Guidelines for Regulation of Tuition Fees and Other Fees Chargeable by Unaided Teacher Education Institutions) Regulations, 2002, amended in 2010.
Milind Torawane, additional chief secretary, education, will chair the committee. Its members include Rajeshkumar Modi, finance adviser (education), director of primary education, institutional finance and cost accountancy expert Prakash Trivedi, economics expert Tarak Shah, and Arjunsinh Chavda, representing private DElEd college managements.
According to govt resolution, the panel will review fees charged by all recognised self-financed DElEd institutions. It will examine expenditure on teaching and non-teaching staff salaries, administrative costs, laboratories, libraries, building maintenance and other recurring expenses in accordance with NCTE norms.
The committee will also assess projected expenditure for the next three academic years and recommend appropriate fees based on financial records and the actual cost of providing education.
The panel will also recommend a mechanism for annual fee revisions, including a possible percentage increase after comparing existing fees with those under other govt schemes.
The committee’s tenure will be limited to three academic years under the applicable regulations.
